UK Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new poll of local authorities, UK councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that six out of ten of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of playing fields and land to shore up their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of councils seeking to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would prioritise service redesigns and utilising savings to manage growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Strains

This research of councils in the coalition, which covers several urban centers, further found that over seven in ten of councils will need to raise local levies next spring to address the rising cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures take time to deliver both improved services and financial savings,” stated a council leader.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Forecasts

Research of regional authorities this week further found council budgets being strained by the increasing figures of children and adults needing Send support.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the latest deprivation measures (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 nationally under the 2025 IMD measures,” noted the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
