Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: positive announcements are issued from various governments. Immense energy is devoted on containing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by current data. From observation points, defense planes that had been deployed to counter approaching cruise missiles flew past – modern combat jets delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably provided by partner states. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the approaching threat won't cause damage this time, sparing the city from ruin and further power outages.
Persistent Threats
Following this, a automatic firearm opened up on a drone in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are evidently unprepared to substitute in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This trend will, undoubtedly, persist.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington functions according to a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is impossible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a entire defensive failure until conditions improve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
